State municipal enterprise on the right of economic management "Konayev Su Arnasy"
State municipal enterprise on the right of economic management "Konayev Su Arnasy" is an object of municipal property and unites municipal water supply and sewerage systems of the city of Konayev.
The authorized body of the enterprise is the city akimat. The state administration body is the State Institution "Department of Housing and Public Utilities and Housing Inspection of the City of Konayev".
The enterprise carries out its activities on the basis of the Charter. The authorized capital of the enterprise is 3,395,013.6 thousand tenge, which is formed by property.
The main activity of the enterprise is:
- maintenance and operation of water management and sewerage facilities, which are in municipal ownership on the balance sheet of the enterprise
- timely and uninterrupted supply of water to water consumers from the water supply system.
- reception and treatment of wastewater
- implementation of economic activities in the field of water supply and sanitation.
Water supply to consumers is carried out from two sources:
- surface water intake - Kapshagay reservoir
- underground well water intake - Nikolaevskoye groundwater deposit near the village of Arna.
Sewage. The city has a centralized sewage system. The design capacity of sewage treatment facilities is 25.4 thousand m3 / day.
Due to the long-term operation of city networks, accidents occur regularly, for the period of 2024, 287 accidents were eliminated at the expense of own funds and forces for water supply, 1113 for sewerage.
The company's services are used by 19,101 subscribers, including the population - 17,943 subscribers, legal entities - 1,158 subscribers, including the budget - 48 subscribers and business entities - 1,110 subscribers.
From 01.11. 2023, a tariff was introduced in accordance with the order of the Department of the Committee for Regulation of Natural Monopolies and Protection of Competition of the Ministry of National Economy of the Republic of Kazakhstan for Almaty Region No. 100-OD dated 12.10.2023 (compensatory tariff for the inspection of the prosecutor's office of the city of Konayev. :

For 2024, the volume of services sold amounted to 6252.9 thousand m3 of water supply, 3881.3 thousand m3 of wastewater were received. Technical losses amounted to 24.35 with a plan of 28.5%.
The volume of water supply and sanitation services sold in monetary terms amounted to 1 250,958.6 thousand tenge (excluding VAT).
Financial and economic activities of the enterprise
The income from the enterprise's activities amounted to 1,289,265.1 thousand tenge, an increase of 7.5% compared to 2023 (1,198,401.0 thousand tenge), including:
- income from the sale of products and provision of services amounted to 1,250,958.6 thousand tenge, an increase of 9.7%. (2023 - 1,129,644.8 thousand tenge)
- other income - 38,306.5 thousand tenge (including sealing of meters 5.4 thousand tenge, reimbursement of utility services - 3,228.2 thousand tenge, self-removal of water - 771.8 thousand tenge, work on replacing emergency water pipes - 5,803.3 thousand tenge, penalties - 9,321.1 thousand tenge, connection to water supply networks 17.1 thousand tenge, wastewater discharge - 2,768.8 thousand tenge, cleaning and flushing of sewer networks and wells - 139.9 thousand tenge, deposit interest - 9,551.30 thousand tenge, wastewater discharge - 3,421.4 thousand tenge, other - 5,091.1 thousand tenge)
Expenses amounted to 1,357,062.9 thousand tenge, an increase compared to 2023 (1,155,578 thousand tenge) by 17%:
- Cost of goods sold and services rendered amounted to - 1,157,643.3 thousand tenge.
- Sales expenses - 57,308.2 thousand tenge
- Administrative expenses - 124,119.7 thousand tenge.
- other expenses - 17,991.7 thousand tenge
The final result from the enterprise's activities for 2024 was a profit of 67,797.7 thousand tenge.
The enterprise's accounts receivable as of January 1, 2025 amounted to only 214,433.5 thousand tenge, including: consumer accounts receivable - 153,588.0 thousand tenge.
Of these, the population's accounts receivable are 14,798.3 thousand tenge, GKP on the Right of Economic Management "Zhylu Otralygy" 93,727.7 thousand tenge, Altyn Saga LLC 11,844.5 thousand tenge, other organizations 33,217.5 thousand tenge.
Other accounts receivable - 60,845.5 thousand tenge. Of these, GKP "Zhylu Ortalygy" penalties - 31,885.9 thousand tenge, state duty - 5,550.8 thousand tenge, TOO Kapshagai Turgyn Uy 10,259.6 thousand tenge, GKP on PVC Single Customer Service - 2,951.8 thousand tenge, settlement penalties - 3,099.1 thousand tenge, TOO Urdan Complete - 1,052.6 thousand tenge, ChL Shcherbak - 393.8 thousand tenge, others - 1,281.5 thousand tenge.
The following work was carried out to reduce accounts receivable for cold water and sewerage in 2024:
7 claims were filed with the courts to collect the amount of debt, 5 claims were satisfied.
The bailiff is executing 20 cases on individuals for a total of: 1,462,277.57, of which 896,530 have been collected.

2). TOO "Altyn Saga" amount of debt: 3,107,764.47 .

4). IP "Shaikhov" amount of debt: 449,905.30. Of which 449,905.30 have been collected.
5). GKP on the right of economic management "Zhylu Ortalygy" amount of debt: 190,577,801 of which 69,449,049 were collected.
4. TOO "Kapshagai turgyn ui" amount of debt according to the payment schedule 9,974,421. Of which 1,500,000 were collected.

Accounts payable 318,048.2 thousand tenge, including wage arrears to employees 42,469.1 thousand tenge, tax arrears to the budget 216,034.3 thousand tenge, suppliers and contractors 43,525.5 thousand tenge, obligations for social and pension contributions 15,621.4 thousand tenge, other 397.9 thousand tenge.
With a staff number of 248 employees, the actual number is 220 people. The average monthly salary of one employee was 229,193 tenge.
In order to improve the quality of service to water consumers and support existing assets and technical re-equipment of fixed assets, measures were approved aimed at using depreciation charges in the amount of 91,534.1 thousand tenge, at the expense of own funds. Of these, work was carried out under the investment program in the amount of 209,798.6 thousand tenge, including:
Purchase of a sewage truck for the amount of 25,446.5 thousand tenge.
Purchase of 2 CHERY TIGGO vehicles for the amount of 14,780.0 thousand tenge.
Reconstruction of water supply and sewerage networks microdistricts 1,2,3 with a length of 3.2 km for the amount of 152,671.3 thousand tenge.
Purchased 4 borehole pumps ECV 12-160-100 for the amount of 6,737.5 thousand tenge.
Purchase and installation of electrode cassettes on a hydrolysis unit for the amount of 5,398.0 thousand tenge.
Development of design and estimate documentation for the reconstruction of networks in microdistricts 2,3 along Seifulin, Iyunishin, Sobolev streets for the amount of 4,765.3 thousand tenge.
Works worth 5,803.3 thousand tenge were carried out at the expense of budget funds, work on the current repair of the main water supply system.
