Procedure for issuing technical specifications
Technical specifications are issued in accordance with the "Rules for the implementation of activities by natural monopoly entities" approved by

Order of the Minister of National Economy of the Republic of Kazakhstan dated August 13, 2019 No. 73.

According to paragraph 272 of these rules: The following documents shall be attached to the application for issuance of technical specifications for connection to water supply and (or) sanitation networks:

1) a copy of the identity document of the owner of the facility - for individuals, a copy of the certificate of an individual entrepreneur or a copy of the notification of the commencement of activities as an individual entrepreneur, a copy of the certificate or certificate of state registration (re-registration) - for legal entities;

2) a topographic survey of the construction site on a scale of 1:500 (with all above-ground and underground communications and structures);

3) in case of industrial consumption of water supply and (or) sanitation services, materials justifying the declared volumes of consumption of water supply and (or) sanitation services;

4) characteristics of local treatment facilities (for existing facilities) for treating the consumer's industrial wastewater;

5) in case of industrial consumption of water supply and (or) sanitation services, characteristics of wastewater to be discharged into the sewerage system of the settlement, with data on:

flow rates of industrial wastewater by their types;

flow rates of domestic wastewater;

composition of pollutants (analysis) of industrial wastewater by individual indicators (physical, chemical, biochemical, bacteriological, radioactive) in the current situation and for the future.

Note: if necessary, attach title documents (land deed, resolution, sale and purchase agreement, etc.).

Also, in accordance with paragraph 199 of these rules, consumers can submit an application for technical specifications to the state corporation, through the "electronic government" web portal.

According to paragraph 205 of these rules, an application for issuance of technical conditions for connecting construction sites to the networks of a natural monopoly entity is formed by the architecture and urban planning authority when preparing the architectural and planning assignment and sends it to the natural monopoly entity in electronic form.

A representative of the operating organization develops technical conditions and a connection diagram to utility networks and issues them to the applicant to obtain the necessary approvals.

- Having received the technical conditions, the applicant must obtain a written permit for excavation work (Order) from the State Institution "Department of Housing and Public Utilities, Housing Inspection, Passenger Transport and Highways of the City of Konayev", after which excavation work can be carried out for the construction of the pipeline.

- The pipeline is constructed by the applicant at his own expense, using his own resources or with the involvement of a specialized organization that has the appropriate licenses for this type of work. The completed pipelines are the property of the water user and are maintained by his own resources.

- Upon completion of construction and installation works, the applicant must contact the State Enterprise "Konayev Su Arnasy" to draw up an Act of delimitation of balance sheet ownership and operational responsibility of the water supply or sewerage network, as well as with an application for sealing the water consumption meter. A representative of the engineering service of the enterprise goes to the applicant's address for a technical inspection of the constructed water supply (or sewerage). Then the metering device is sealed, and an Agreement for the provision of water supply or sewerage services is concluded.

Why are approvals needed? Many utility lines, in particular electrical cables, communication cables, heating pipelines are laid underground. During excavation work to lay a water supply or sewerage system, these lines may be damaged, which will lead to a disruption in the provision of city residents with the necessary services. Damage to utility lines entails significant fines.

- If the applicant fails to comply with the requirements of the technical specifications, he is given an order to eliminate the comments with an indication of the deadlines for completion. A repeated technical inspection is carried out, etc.

In accordance with paragraph 203, a natural monopoly entity refuses to issue technical specifications in the following cases:

1) the absence of free and accessible capacities, capacities, places, and network throughputs of the natural monopoly entity necessary to provide the required volume of the regulated service;

2) the absence of networks of the natural monopoly entity or other property necessary to provide the regulated service.
