General information
State municipal enterprise on the right of economic management "Konayev Su Arnasy" is an object of municipal property and unites municipal water supply and sewerage systems of the city of Konayev.

The authorized body of the enterprise is the city akimat. The state administration body is the State Institution "Department of Housing and Public Utilities and Housing Inspection of the City of Konayev".

The enterprise carries out its activities on the basis of the Charter. The authorized capital of the enterprise is 3,395,013.6 thousand tenge, which is formed by property.

The main activity of the enterprise is:

- maintenance and operation of water management and sewerage facilities, which are in municipal ownership on the balance sheet of the enterprise

- timely and uninterrupted supply of water to water consumers from the water supply system.

- reception and treatment of wastewater

- implementation of economic activities in the field of water supply and sanitation.

Water supply to consumers is carried out from two sources:

- surface water intake - Kapshagay reservoir

- underground well water intake - Nikolaevskoye groundwater deposit near the village of Arna.

The enterprise has an installed water supply capacity of 35.2 thousand m3 per day.

Sewage. The city has a centralized sewage system. The design capacity of sewage treatment facilities is 25.4 thousand m3 / day.

Due to the long-term operation of city networks, accidents occur regularly. In the first half of 2024, 123 accidents were eliminated at the expense of own funds and efforts for water supply, 593 for sewerage.

The company's services are used by 18,601 subscribers, including the population - 17,622 subscribers, enterprises - 1,147 subscribers, including the budget - 48 subscribers and business entities 970 subscribers, production 25 subscribers.

Tariff for the provision of services
According to order No. 55-OD dated 06/29/2023 of the Department of the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan for the Almaty Region, the maximum tariff for water supply and sanitation services was approved for the period from July 01, 2023 to June 30, 2026.

The average tariff for the reporting period was; for water - 128.54 tenge per 1 m3, for sewerage - 149.62 tenge per 1 m3. (with VAT)

Economic indicators
The rise in water amounted to - 3806.8 thousand m3, water sales - 2,885.2 thousand m3, an increase of 1.7% compared to the previous year. Wastewater received - 1,936.9 thousand m3, which is an increase of 3.7%.

The standard technical water losses were approved by the antimonopoly authority at the level of 28.3%, the actual 24.3%, in total technical water losses amounted to 924.6 thousand m3.

Income for water supply and sewerage services provided for the reporting period is 570,028.5 thousand tenge, with a plan of 625,137.2 thousand tenge. The volume of sales from the plan was reduced by 55,108.7 thousand tenge or by 8%.

Expenses according to the tariff estimate with a plan of 622,316.2 thousand tenge, actual expenses for the 1st half of the year in the amount of 563,979.0 thousand tenge. 91% execution. The difference from the plan is 58,337.2 thousand tenge. Losses from the sale of core business services for the reporting year amounted to 37,272.3 thousand tenge. Losses were due to accrued depreciation.

The company employs only 221 people (121 women), with a standard number of 240 people. The average monthly salary of one person was 218,829 tenge.

4. The enterprise's accounts receivable as of July 1, 2024 amounted to 239,892.6 thousand tenge, including: household accounts receivable 19,629.7 thousand tenge, GKP "Kapshagayzhylu" 126,873.4 thousand tenge, other business entities - 76,725.2 thousand tenge, other 16,664.3 thousand tenge.
The following work was carried out to reduce accounts receivable for cold water and sewerage in the first half of 2024:

Notifications of water and sewerage disconnection were handed over to 1,280 subscribers with accounts receivable totaling 110.5 million tenge.
Using OBK-9 equipment, apartment sewer pipelines were disconnected for 35 subscribers with debts totaling 1.3 million tenge. As a result of disconnection, 0.2 million tenge was received from debtors.
By the efforts of the sales service controllers, 28 subscribers were cut off from water supply, the total debt of these subscribers is 1.2 million tenge. As a result of disconnection of water, funds were received in the amount of 0.4 million tenge.
Collection of money for cold water and sewerage from the population was organized in the offices of the city's PCSC.

Information on claims and litigation work for 2024.

The bailiff is executing 20 cases on individuals for a total of: 1,462,277.57, of which 800,740 have been collected.

Investment program.
To improve the quality of service to water consumers and support existing assets and technical re-equipment of fixed assets, measures have been approved aimed at using depreciation charges in the amount of 116,440.1 thousand tenge, which are provided for in the tariff estimate. The source of financing is own funds. The following works were carried out using depreciation charges:

Reconstruction of water supply and sanitation networks in microdistricts No. 1,2,3,4,5, with a length of 2802 m for the amount of 90,421.9 thousand tenge.
A tanker truck for flushing and cleaning sewers - 1 unit for the amount of 25,446.5 thousand tenge.
Electric motors in the amount of 2 pieces for the amount of 571.7 thousand tenge.

Production and technical" section on water supply and sanitation
The main sources of water supply are:

1) surface source - Kapshagay reservoir

2) underground source - borehole water intake from the Nikolaevskoye groundwater deposit in the area of ​​the village of Arna, 14 km from the city of Konaev.

There are 5 wells (including one reserve well) at the underground borehole water intake, the water intake depth is 65-70 meters. Pumps of the ECV 12 160/100 brand are installed. The design capacity of the wells is 15.36 thousand m3 / day.

From the wells, two pressure water pipelines D = 600 mm. water is supplied to the clean water reservoir site.

There are six tanks at the clean water reservoir site, including: 2000 m3 - 2 pcs., 3000 m3 - 2 pcs., 6000 m3 - 2 pcs. One tank with a capacity of 6000 m3 requires major repairs and is currently not in operation. There is also a chlorination station and a room for the duty personnel. From the RChV with a total volume of 16,000 m3, water after chlorination is supplied by gravity to the city distribution network, a separate pumping station to the military town and to the Karlygash microdistrict.

There are also pumping stations of the 3rd lift for multi-story residential buildings at the following addresses - 3-3, 3-12, 3-26, 3-27, 4-19, 4-48, 5-15, 5-44, 5-4.

Pumping station of the 1st lift - located 4 km northeast of the city of Konayev, supplies water from the water supply source (Kapshagay reservoir) to the treatment station. From the pumping station of the 1st lift to the treatment station, water is supplied through two steel pressure water pipelines D = 400 mm.

Pumps of the first lift pumping station – 6 units ECV 12x160x100 m3/hour

The second lift pumping station (filtration station) was put into operation in 1968. The design capacity is 20,800 m3/day. It includes the following structures for cleaning drinking water:

Vertical vortex mixers – 2 units – for mixing the reagents used with the treated water.

Vertical clarifiers with a suspended sediment layer – 4 units – for settling the treated water in order to reduce its turbidity.

Fast gravity open filters with sand loading – 4 units – for final water purification.

Clean water tank RChV – 1 unit – with a capacity of 2000 m3 – for carrying out the process of contact chlorination and storing a reserve of water for own needs and a fire-fighting reserve. Due to the growth of the city, the capacity of the reservoir does not provide the necessary water supply and requires major repairs.

The 2nd lift pumping station supplies water from the treatment plant to consumers via two pressure water pipelines. The filtration station has five pumps for water supply and one filter washing pump.

Reagent facility – designed for the preparation and storage of stocks of reagents used for water clarification.

Chlorine facility – an electrolysis unit for the production of an aqueous solution of sodium hypochlorite for water disinfection is installed on the territory of the filtration station.

On-site laboratory – carries out chemical and bacteriological control over water quality, both at the stages of purification and at control points throughout the water supply system according to the water sampling schedule agreed with the UGSEN of Konayev.

City water supply networks – pressure, gravity, ring, partially dead-end. Purified and disinfected drinking water is supplied to the city through pipelines with a total length of 288.6 km, with a diameter of 32 to 700 mm. Of these: main water mains - 101.8 km, commissioned in 1968-1975, street water supply networks - 94.7 km, commissioned in 1968-2019, intra-block and intra-yard water supply networks 130.9 km, commissioned in 1968-2019. Of these, steel - 213.5 km, cast iron - 15.2 km, polyethylene - 56.0 km, reinforced concrete - 3.9 km. Water wells - 2223 pieces.

The wear of pipelines and shut-off valves is 80.0% and requires complete replacement. The supply of fire hydrants and repair kits for them ceased in 2004.

Also, 17 km of abandoned water and sewer networks and 34 km of municipal water and sewer networks that are not transferred to the balance sheet of the enterprise are serviced by their own efforts and with the involvement of material resources.

Drainage system.

Sewage pumping stations - designed to pump wastewater from consumers. Wastewater is pumped to sewage treatment plants, which are located above the city mark, the difference in height from the SPS to the KOS on average is 54 m. In this regard, wastewater is pumped by sewage pumping stations in the amount of 17 pieces. Two of them, the main ones - KNS-4a, and KNS-6, which pump wastewater to sewage treatment plants (KOS).

KOS - sewage treatment plants, designed to treat wastewater. The design capacity is 25.4 thousand m3 / day. The wastewater treatment system is mechanical. There is no full cleaning cycle with sludge treatment and disinfection. The process equipment is from the 1940s-50s, and requires complete modernization and reconstruction of the structures.

The structures include:

Receiving chamber – for receiving wastewater from KNS-4a, KNS-6 and KNS of military units.

Grate building – mechanical rake equipment for solid waste retention requires complete replacement.

Sand traps with circular water movement – ​​require reconstruction and modernization, major repairs.

Horizontal settling tanks – 2 of 3 sections in operation, require reconstruction and modernization, major repairs.

Two-tier settling tanks – 6 of 8 sections in operation, require reconstruction and modernization, major repairs.

Sludge and sand platforms – require reconstruction and modernization, major repairs.

Filtration field maps – 114 pcs. – reconstruction and modernization, major repairs are required.
